Solar Photovoltaic System Commissioning

What it is

Solar photovoltaic system commissioning is a structured pre-energization and post-energization inspection and functional verification process that confirms every component and circuit in a grid-connected or standalone PV installation is installed correctly, labeled per the design documents, wired in the intended configuration, and ready to operate safely and as designed. NETA ECS-2024 section 8.1 organizes this verification into distinct phases: identification of major components such as inverters and project site; pre-energization checks on physical installation and labeling; energization procedures and monitoring during first startup; and post-energization confirmation that measured voltages and currents match design expectations, protective devices respond correctly, and baseline operating parameters are established for ongoing monitoring. The commissioning record itself becomes the baseline against which any later field problem or performance anomaly is compared.

Why it is performed

A solar installation connects potentially lethal DC sources, high-power inverters, switchgear, and protective relays in configurations that are site-specific and often custom-engineered. A single mislabeled wire, a missed torque specification on a bus terminal, or a protective device set to the wrong trip threshold can result in a shock or arc hazard during operation, a failure to clear a fault, an unintended island of live equipment during maintenance, or an inability to deliver power to the grid as contracted. Commissioning before energization catches those errors while they can still be fixed without risk, and post-energization verification confirms that the installed equipment actually meets the design intent rather than relying on visual inspection alone. For grid-connected systems, many jurisdictions and grid operators require a completed commissioning record before they will accept the system or grant permission to operate.

When it is performed

Commissioning is performed once, at the site, when a solar PV installation is first installed or substantially rebuilt after a major rework. It begins before the main disconnect is closed for the first time and continues through the first hours of operation while monitoring confirms that voltages, currents, and protective device responses match design values. It is not a periodic maintenance test; the commissioning record is created and filed once, though field personnel may refer to it later when troubleshooting a problem or verifying that a rework was done correctly.

How it is typically performed

The commissioning process follows a documented checklist and energization plan specific to the project. Before energization, the site surveyor visually inspects the array installation, balance-of-system wiring, and labeling against the design drawings and verifies that all disconnects and protective devices are in their de-energized or off position. During energization, the inverter or combiner is started under a documented sequence while on-site personnel continuously monitor DC and AC voltages, currents at the meter and at protective devices, and the response of any grid-interactive relays or power quality monitors. After the system reaches steady-state operation, AC and DC measurements are recorded, protective devices are tested to confirm they operate at or near their set threshold, grid code or power system stabilizer functions are tested if applicable, and initial baseline parameters for voltage, current, frequency, power factor, and any harmonic limits are established. All readings, any deviations from design, and any corrective actions are recorded in a commissioning report signed by the responsible parties.

What gets recorded

The complete commissioning record includes project identification (site name, address, inverter manufacturer and model), the date and time of the commissioning test, and ambient conditions such as temperature and solar irradiance. The pre-energization section documents the physical installation checklist - array orientation, rack integrity, conductor routing and sizing, labeling accuracy, and disconnect and protection positioning. The energization section logs the step-by-step sequence followed, DC input voltage and current from each string or combiner output, AC output voltage and current at the meter and at each protective device, and the response of any control or protective functions when triggered. The post-energization section records baseline steady-state measurements, verification that measured current and voltage reached the protective devices as designed, confirmation that grid-synchronization or power system stabilizer tuning was completed if required, and the ambient conditions during measurement. Any deficiencies noted and the corrective actions taken are recorded in a comments section, and all documentation is signed by the commissioning engineer or authorized test personnel and the system owner or installer representative.

How results are evaluated

NETA ECS-2024 8.1 breaks the commissioning acceptance criteria into a checklist format organized by phase rather than as a single numeric tolerance. Pre-energization acceptance focuses on confirming that each major component (inverter, combiners, switches, circuit breakers, surge arresters, metering) is properly installed, securely mounted, and labeled to match the design drawings, and that all energized conductors and terminals are protected from accidental contact. Energization acceptance verifies that the startup sequence documented in the energization plan was followed step-by-step and that switches, circuit breakers, and transfer switches are correctly positioned for both control circuits and power circuits, as specified in section 8.1.B.4. Post-energization acceptance confirms that correct current and voltage values are reaching the protective devices and metering equipment per section 8.1.B.7, that the system excitation, load control, and any grid-code or power system stabilizer functions have been tested and tuned as required per section 8.1.B.11, and that baseline parameters and acceptance criteria for ongoing monitoring and protective device operation have been established per section 8.1.C.1. A commissioning record is accepted when every item on the checklist is marked complete, all measured values fall within the design range, and any deviations have been investigated and resolved.
