Capacitor Control Devices - Acceptance Test

What it is

A capacitor control device acceptance test is a documented inspection and verification performed on a new or reconditioned capacitor bank controller before it is placed into service. The test records the device's identifying nameplate information - manufacturer, model or catalog number, serial number, rated voltage, phase (single or three), and equipment designation - alongside ambient conditions at the time of test and the identification of all test instruments used. The control device itself is a standalone apparatus that manages the switching, detuning, or monitoring functions of a capacitor bank in response to reactive-power demand or system voltage, and its acceptance test confirms that the delivered unit matches the purchase specification and that the initial inspection found no deficiencies that would prevent safe energization.

Why it is performed

Capacitor control devices are safety-critical switching and monitoring apparatus; a mismatch between what was ordered and what was delivered, or the presence of physical damage or manufacturing defects, can cause improper bank switching, overvoltage, or loss of reactive-power control once the system is live. Documenting the baseline nameplate and ambient conditions at acceptance creates a traceable record that the unit was correct before it was installed and energized, so any later failure or unexpected behavior can be investigated against a known starting point. Capturing the test instrument's make, model, serial number, and calibration due date ensures that the measurements or observations underlying the test can be independently verified and audited.

When it is performed

Acceptance: the test is performed once, on a new or reconditioned capacitor control device, after it is delivered to the installation site but before it is connected to power or signal cables and placed into service. The test is run as part of the standard acceptance-test sequence for the capacitor bank as a whole, often alongside testing of the capacitor units themselves and any related switching or protection apparatus.

How it is typically performed

With the control device de-energized and isolated per site safety procedures, the technician visually inspects the nameplate and records the manufacturer, model or catalog number, serial number, rated voltage, and phase configuration. The equipment designation (a site-specific label or circuit identifier) is noted so the device can be located and tracked in the installation. Ambient temperature and any humidity or environmental conditions affecting the test are recorded alongside the make, model, serial number, and calibration due date of any test instruments used to perform measurements or verification. Any observed deficiencies, damage, or deviations from the purchase specification are documented in comments before the device is released for installation.

The device's manufacturer, model or catalog number, serial number, rated voltage, phase (1 or 3), and equipment designation; the ambient temperature at the time of test; the make, model, serial number, and calibration due date of test equipment used; and any comments describing observed deficiencies, manufacturer markings, environmental conditions, or deviations from specification that affect the acceptability of the device.

How results are evaluated

NETA ATS-2025 section 7.20.2 governs the identification and documentation of capacitor control device acceptance testing. The test consists of a structured inspection and recording process in which the device's nameplate and visible condition are examined and the results are captured on a standard form that includes fields for identification (manufacturer, model, serial number, rated voltage, phase, equipment designation), ambient conditions (temperature, humidity if relevant), test equipment identification, and comments or findings. No numeric tolerance or go-no-go criterion is applied to the recorded data itself; rather, the completeness and accuracy of the documentation, combined with the absence of any noted defects, comprises the acceptance determination.
