Automatic Transfer Switch Commissioning Procedures

What it is

Automatic transfer switch (ATS) commissioning procedures are the structured field activities that verify a newly installed or reconditioned transfer switch operates correctly before being placed into service and remains in proper working order following energization. NETA ECS-2024 Section 8.3 organizes these procedures into sequential phases: identification of the device (manufacturer, model, catalog number, phase count, and transfer type - whether open-transition, closed-transition, or delayed-transition); pre-energization checks; energization steps; and post-energization verification and documentation. Unlike factory acceptance tests on the switch itself, commissioning procedures are site-specific and focus on how the switch interacts with its connected power sources, loads, and control logic in the field installation.

Why it is performed

An automatic transfer switch is a critical failover device that must seamlessly transfer the connected load from a primary source (utility, generator, or other feed) to a secondary source when the primary fails, all without manual intervention and without dropping the load. A commissioning procedure confirms that the transfer logic is wired correctly, that voltage-sensing thresholds are tuned to the site's actual line voltage and tolerance band, that mechanical interlock or electrical prevention of simultaneous closure is functioning, and that the load will not experience a voltage sag or momentary disconnection that could trip protective relays or damage sensitive equipment during a transfer. Skipping or rushing commissioning leaves the installation vulnerable to hidden wiring errors, misaligned thresholds, or mechanical faults that only manifest during an actual outage.

When it is performed

Pre-energization commissioning begins after installation is complete and before the switch is energized for the first time - after reviewing the operating procedure (OPR), bill of design (BOD), specifications, and any regulatory or site-specific requirements so the commissioning scope is fully understood. Energization follows once pre-energization checks confirm the physical installation, wiring, and control signals are sound. Post-energization commissioning occurs after the switch is energized and may include dynamic transfer tests under controlled conditions, final threshold verification with live line voltage, and documentation of all findings, adjustments, and any deficiencies before the switch is handed over to operations.

How it is typically performed

Pre-energization activities include a review of the OPR, BOD, equipment specifications, and site regulatory requirements to establish the commissioning baseline and any special conditions. Physical inspections check wiring continuity, control voltage availability, and sensor connections. Transfer schemes - the logic rules that govern when and how the switch transfers - are verified for correct operation by simulating fault signals or by manual actuation if the design permits. Once energized, voltage thresholds are checked against the actual site voltage under load, mechanical interlocks or electrical transfer prevention are confirmed functional, and a test transfer may be performed if the site load and source conditions allow it safely. All results, adjustments made, and any anomalies are documented in the commissioning record.

What gets recorded

The commissioning record captures identification data (manufacturer, model, catalog number, phase count, transfer type), the date and signature of the commissioning technician, ambient conditions, and a section-by-section log of pre-energization checks (OPR and BOD review, physical inspection results, transfer-scheme verification), energization results, and post-energization activities (voltage threshold verification, interlock or transfer-prevention confirmation, test-transfer results if performed). Any adjustments made to control settings or thresholds, and any deficiencies or anomalies encountered, are documented with their resolution status or deferred action before the switch is released to operations.

How results are evaluated

NETA ECS-2024 Section 8.3 structures the commissioning workflow and specifies the verification steps at each phase: pre-energization tasks must confirm that operating procedures and site requirements are understood and that physical installation meets specifications; energization proceeds only when pre-energization defects are resolved or deferred with documented justification; post-energization verification confirms that transfer schemes operate correctly and that voltage-sensing and mechanical interlocks function as designed.
